Disaster CalFresh Income Eligibility Standards Change for Fiscal Year (FY) 2012 and Chapter 63-500 Updates

 

Purpose

To inform staff of changes to the CalFresh Disaster Income Eligibility Standards and updates to the CalFresh Program Guide Chapter 63-500.

Background

As of October 1, 2011, the CalFresh standard deduction, the maximum net monthly income limit and the maximum excess shelter deduction are changing as a result of the Supplemental Nutrition Assistance Program (SNAP) cost-of-living adjustment (COLA) for fiscal year (FY) 2012.  Therefore, the Disaster CalFresh Income Eligibility Standards, which includes the standard deduction, the maximum net monthly income and the maximum excess shelter deduction is increasing.

The Disaster CalFresh Chapter 63-500 is being updated to reflect new Eligibility Business Process Reengineering (BPR) changes and implementation of Benefits CalWIN (BCW) that allows for online Disaster CalFresh applications

Updated that Disaster CalFresh benefits shall be issued at any FRC even if the household has an active case at another FRC.

Applying at a Local Assistance Center (LAC)

Updated that Disaster CalFresh benefits shall be issued at a LAC even if the household is already receiving other type of benefits.

Section 504.5 is now titled “Applying Online.”  In order to add this information, the subsequent section numbers have been increased by one.

Automation Impact

The changes were updated in the reference tables for the CalFresh COLA Mass Update run by the CalWIN Project on 9/03/2011.

Forms (Clint Correspondence) Impact

The Disaster CalFresh approval and denial notices, 09-89 and 09-90 have been updated and can be accessed by clicking the links in sections 63-504.12 and 63-505.3.  The notices have been also uploaded and are available for ordering via the Xerox Print Center.

ACCESS Impact

ACCESS will be given updated information at the time of an emergency disaster on LACs and application process to be able to disseminate correct and accurate information to clients.
