NATIONAL VOTER REGISTRATION ACT OF 1993

Purpose

The purpose of this letter is to issue a:

 

·        Reminder to staff of the responsibility to offer the voter registration forms to clients at initial application, recertification, and changes of address; and

·       Change in the Food Stamp Guide chapter 63-101 to incorporate the Voter Registration Interest/Declination form 16-64 HHSA.

 

         

Background

Under federal law, County Welfare Departments must provide the following services to clients at initial application, recertification, and changes of address by:

 

·  Offering a voter registration Interest/Declination form;

·  Offering a Voter Registration Application form, if the client is interested;

·  Providing assistance in completing these forms, if requested;

·  Accepting and mailing completed voter registration application forms to:

 

         Registrar of Voters

         San Diego, CA 92186-5520

  

·  Informing applicants/recipients that receipt of benefits is not linked in any way to the individual’s decision to register or not register to vote; and

·  Retaining the Voter Registration Interest/Declination forms for 22 months even if the individual declines or wishes to register later.

  

 

Worker Actions
 

The worker(s) will offer, provide and/or issue the Voter registration Interest/Declination form  16-64 HHSA to client:

 

·        At Intake, recertification or when there is a change of address and when there is no existing registration Interest/Declaration form in the electronic case file for the past 22 months.

 

If ...

 

Then ...

 

There is no current Voter Registration Interest/Declaration  form 16-64 HHSA on file

 

The interview is done by telephone

 

The worker (s) will provide the form to client and if requested, offer assistance.

 

 

Send the form to client and enter case comment.

 

The client has already registered and there is no current 16-64 form in case file for the past 22 months

 

·         Have the client complete a 16-64 HHSA and

·         Make a narrative entry in CalWIN case comments describing the action

·         Image 16-64 HHSA form

 

 

The client declines to register and/or prefers to register on his/her own

 

·         Have client complete a 16-64 HHSA form

·         Provide the Voter Registration Application form to client to complete and send directly to register of voter.

·         Make a narrative entry in CalWIN case comments describing the decline and action taken

·         Image 16-64 HHSA form

 

The client would like to register to vote

·         Have client complete a 16-64 HHSA form

·         Offer a Voter Registration Application form

·         Accept and mail the completed voter registration application forms to the County Registrar of Voters

·         Make a narrative entry in CalWIN case comments describing the action

·         Image 16-64 HHSA form

 

Note:  Workers are not attempt to influence the voters’ decision of whether to register to vote or to register for a political party.

 

Forms Impact

The Voter Registration Interest/Declination form 16-64 HHSA can be found in iWAY and in the “S” drive located at S:\ENTERPRISE\Food Stamp State Forms.

 

The “California Voter Registration Application form” can be ordered directly from San Diego County Registrar of Voters office via the office stock clerk.
