General

The worker assigned to a case action is responsible for the eligibility determination in the CalFresh Program.

The worker will explain the program requirements in simple, understandable terms to encourage eligible low-income households to utilize the program.

Rights and Responsibilities of Applicant/
Recipient

The worker must advise households of their rights and responsibilities during the application and recertification interview, including the appropriate application processing standard and the households' responsibility to report changes.

CalFresh applicants will not be required to attend the Family Resource Center (FRC) group orientation as explained in Section 63-115.2

Replacement

The worker will ensure that lost, stolen or underpaid Electronic Benefit Transfer (EBT) authorizations and benefits are replaced in the current month to avoid forced non-participation.

Benefits Issuance

Under the EBT system, CalFresh benefit availability is staggered over the first ten (10) days of the month for ongoing cases.  Benefits are always discontinued the last day of the month.

The worker will process all claim determinations per procedures in Section 63-450.
