Recertification of Transitional CalFresh Households
 

Recertification of Transitional CalFresh households is the process of recertifying eligibility to regular CalFresh either before the end of the five-month Transitional CalFresh certification period, or at the end of the five-month certification period.

·      A Transitional CalFresh household may request to recertify for regular CalFresh at any time during the five-month Transitional CalFresh period.  Refer to Section 63-325, Recertification during the Transitional CalFresh Period.

·      Transitional CalFresh households that are ending the five-month Transitional CalFresh certification period shall be recertified according to regulations outlined in this section.

NOTE: Recertification regulations and procedures outlined in the Recertification section 63-304 apply to transitional CalFresh households ending their five-month benefit period.

Recertification General Requirements

The worker shall complete the recertification process and approve or deny a timely application for recertification prior to the end of the household's current Transitional CalFresh certification period and shall issue benefits to an eligible household by the household's normal issuance cycle in the month following the expiration of the Transitional CalFresh certification period.

Entitlement to expedited services for households submitting applications for recertification shall be determined in accordance with Section 63-324.8 below.

Households ending the Transitional CalFresh period shall not continue to receive transitional benefits beyond the end of the five-month certification period unless the household is recertified.

Recertification Process

The worker will mail each Transitional CalFresh household a Notice of Expiration of Certification (NEC) in the month prior to the last month of the Transitional CalFresh certification period.  The NEC (CF 377.2) will be generated in CalWIN on the 15th of the month prior to the last month of the certification period.

Immediately after sending the NEC, the worker shall:

·      Schedule an in-office or a telephone interview sending the CF 29 or CSC 35 with an appointment date and time from an available slot in the CalFresh RRR appointment log (refer to note below); and

·      Send a recertification packet that includes forms CF 285;

·      Enter Case Comments stating the packet has been sent.

The interview shall be scheduled timely no later than 10 days prior to the end of the certification period to give the household at least 10 days to provide verifications before the certification period expires.  The worker shall provide a list of all needed verifications and allow ten (10) days for the household to send the verifications back.

Households participating in a telephone interview have the option of submitting their recertification forms in person, by mail, by fax, or electronically via Benefits CalWIN.

If the household misses their appointment for an interview, the worker will send a DFA 386, Notice of Missed Interview (NOMI) as explained in Section 63-304.5.

NOTE:  The appointment notice shall include the Family Resource Center (FRC) telephone number (RRR re-schedule number) for the recipient to call directly to re-schedule the interview appointment at his/her convenience and/or to request either a telephone or face-to-face interview.

Timely Application for Recertification

Transitional CalFresh households will be considered to have made a timely application for recertification and shall receive uninterrupted benefits if the household:

·      Files or submits the application no later than the 15th day of the last month of the certification period; or

·      Attends the scheduled face-to-face or phone interview.

The household shall lose the right to uninterrupted benefits when the worker cannot process the recertification request due to the fault of the household. Refer to Section 63-324.7, Untimely Application for Recertification.

NOTE: If the household fails to send back the application forms before the interview, the worker shall conduct an interactive face-to-face or telephone interview entering the information in CalWIN.  The worker shall provide or send the CSF 60 to the household for review and signature and request all necessary verifications.  If the household misses their appointment for an interview the worker will send the NOMI (DFA 386).

Action on Timely Application for Recertification

If an eligible household files an application before the end of the certification period but the recertification process cannot be completed within 30 days after the date of application because of agency error, the worker must continue to process the case and issue full benefits for the first month of the certification period (Refer to Section 63-324.6 below).

The worker shall:

·       Provide uninterrupted benefits to the household, if otherwise eligible, after the household files or submits a timely application for recertification and attends the interview as explained in Section 63-324.4 above; and

·      Approve or deny the application and notify the household via the DFA 1239 of its determination before the end of the current Transitional CalFresh certification period to households that submitted the application timely, attended the interview and submitted verifications.  For eligible households, the worker shall issue benefits by the normal issuance cycle in the month following the end of their current certification period.

Delayed Processing

If a household’s application for recertification is delayed due to agency error beyond the first of the month of what would have been its new certification period, the worker shall issue full CalFresh benefits back to the date the household’s new certification period should have started.

When a household’s eligibility is not determined by the end of its current certification period due to the time period allowed for submitting required verifications, the household shall receive an opportunity to participate, if eligible, within five working days after the household submits the missing verification (benefits shall not be prorated).

Example: A household completed the interview and application process before the end of its current Transitional CalFresh certification period in April.  However, verifications are still pending because the ten-day period for submitting verification extends into the month following the current certification period (May 5th).  The household submits the verification on May 4th within the allowable ten-day period.  The worker must recertify regular CalFresh and provide a full month of benefits for May no later than May 9th.

Untimely Application for Recertification

Households filing an application for recertification after the 15th of the last month of the certification period, but before the end of the Transitional CalFresh period, shall be considered to have made an untimely application for recertification.

The household will lose their right to uninterrupted benefits if they fail to:

·      Submit a timely application for recertification, or

·      Appear for the scheduled face-to-face or phone interview, or

·      Submit required verifications timely.

If the household submits the application late but at least three days prior to the next normal issuance date of the new certification, the household is entitled to expedited services, if otherwise eligible, as defined in Section 63-105.1.  Refer to Section 63-324.8 below.

Households making an untimely application for recertification shall not be denied at that time, unless they refuse to cooperate.  If the household:

·         Completes the recertification process and is otherwise eligible, the worker shall, at a minimum, provide benefits no later than 30 days after the date the late application was filed.

·         Does not complete the recertification process, or is found to be ineligible for CalFresh, the application will be denied (DFA 377.1A) no later than 30 days after the date the late application was filed.

Applications submitted after the end of the Transitional CalFresh period shall be treated as a new CalFresh application.   The worker will prorate CalFresh benefits from the date the application is received.

Expedited Services

Households that did not apply in sufficient time for the worker to process the recertification without a break in aid, who meet expedited services criteria (Section 63-105.3) and are otherwise eligible (Section 63-304.4), shall be issued benefits by the third calendar day in the month after the expiration of the recertification month or by the household’s normal issuance cycle date in the new certification period, whichever is later.

·      If a household submits an application at least three days before the end of the five-month Transitional CalFresh period, the household shall be entitled to expedited services if otherwise eligible.
