Battered Woman Shelter Resident Application

A woman or woman with children who are temporary residents of a shelter for battered women and children may apply for CalFresh directly or through an authorized representative (AR).

Battered Woman Shelter Resident: Change in Household Composition

Shelter residents who were included in a certified household in the dwelling of the abuser and who recently fled to the shelter, will receive a separate allotment only once a month while residing in the shelter.In order to receive this allotment, eligible residents will complete new applications and apply as separate households.

      The worker will take prompt action to ensure that the former householdís eligibility or allotment reflects a change in household composition, which may require contacting another Welfare Department, if the resident is currently living in a shelter in another county.

      If the worker has sufficient information to determine that there has been a change in household composition in the residentís former household, prompt action will be taken either to make a change in the former householdís allotment or to terminate the former household.

      Eligible residents will be certified solely on the basis of the income and expenses for which they are responsible on the date of application.The income and expenses of their former households will not be considered available to the residents.

Drug/Alcoholic Treatment Center Residents Application

Narcotic addicts or alcoholics who regularly participate in drug or alcoholic treatment and rehabilitation programs on a resident basis may be eligible for CalFresh.These programs must provide meals to residents to qualify as eligible institutions.

A resident narcotic addict or alcoholic in a center providing meals, together with the residentís children staying in the center, will have their eligibility determined as an individual household.The worker shall certify residents of addict/alcoholic treatment centers by using the same provisions that apply to all other applicant households, except that certification must be accomplished through an AR. Refer to 63-113 and 63-123.

NOTE:Residents of programs that do not provide meals may apply as roomers and are not subject to this section.

Processing Applicants & Recipients Residing in Treatment Centers

Eligibility for the initial application will be processed on an expedited basis when necessary.The worker will complete verification and documentation requirements prior to the issuance of the second month allotment (when applying after the 15th of the month);

      When normal processing standards apply, the worker will complete the verification and documentation requirements prior to making an eligibility determination for the initial application;

      The worker will process changes in household circumstances and recertifications by using the same standards that apply to all other CalFresh households; and

      Resident households have the same rights as other households to receive advance notice of worker actions, request state hearings and receive restoration of lost benefits.

Alcoholic/Drug Addict Leaving the Treatment Center

The treatment centerís Authorized Representative will notify the worker of changes in the householdís income or other household circumstances and when the resident leaves the treatment center.

When the resident/household leaves the treatment center, the treatment centerís Authorized Representative will inform the resident to contact the Family Resource Center (FRC) to report changes related to the household leaving treatment and to request an EBT card if the resident/household desires to continue receiving CalFresh benefits.The resident/household, not the centerís Authorized Representative, will be allowed to receive any authorized benefits remaining in the EBT CalFresh account.

Once the household leaves the treatment center, the centerís Authorized Representative is no longer allowed to act as that householdís Authorized Representative.The centerís AR will, if possible, provide the household with the:

         CF 23 CR, How to Report Household Changes (for Change Reporting Household), or

         CF 23 SAR How to Report Household Changes (for Semi-Annual Reporting (SAR) Households).

And:

         CF 377.5 SAR for SAR households to report mandatory changes, or

         CF 377.5 CR for Change Reporting households to report their new address and other changes in circumstances after leaving the center.The center shall advise the Change Reporting household to return the CF 377.5 CR to the appropriate FRC within ten days to report the changes (Section 63-123.7).

NOTE: CalFresh households may report mid-period changes in writing, online, verbally, or in person at the Family Resource Center (FRC).

Group Residents Receiving SSA Applying on Their Own or Through an AR

Disabled or blind residents of a group living arrangement who receive benefits under Title II of the Social Security Act may voluntarily apply for CalFresh.

      If these residents apply through the use of the facilityís authorized representative, their eligibility will be determined as one-person households.The worker will certify these residents using the same provisions that apply to all households.

If the group living arrangement is acting in the capacity of an authorized representative, the group living arrangement will notify the worker of changes in the householdís income or other household circumstances and when the individual leaves the group living arrangement. The group living arrangement will return any householdís authorization document or access device to the worker if they are received after the household has left the group living arrangement.

      If the resident has made application on his/her own behalf, the household is responsible for reporting changes to the worker.

Group Residents Leaving the Facility

Once the resident leaves the center, the group living arrangementí representative may no longer act as his/her Authorized Representative. The group living arrangement will, if possible, give the household the forms as explained in 63-254.5.
