REVISED ELECTRONIC BENEFIT TRANSFER (EBT) FORMS AND NOTICES OF ACTION (NOAs) DUE TO RECENT FARM BILL CHANGES

Purpose

The purpose of this special notice is to inform staff of the revised EBT forms and Notices of Action (NOAs) to conform to the 2008 Farm Bill changes in EBT expunged/dormant accounts referenced in Food Stamp Program Guide (FSPG) Special Notice 08-07/CalWORKs Program Guide (CPG) Special Notice 08-11.

 

 

Effective Date

October 1, 2008

 

 

Background

The 2008 Farm Bill (FSPG/CPG Special Notice 08-07/08-11) changed  the following timeframes for expunged / dormant EBT accounts:

 

·  An EBT account will become dormant when a household has not accessed its benefits after 180 days. This is a change from the current 90-day timeframe.

 

·  Benefits will be expunged from an EBT account when they have not been accessed after 365 days from the date benefits were posted to the EBT account.

 

Both changes apply to the Food Stamp and CalWORKs Programs.

 

 

Food Stamp and CalWORKs Informative Form

The TEMP 2214, Additional Information About EBT has been revised.

 

This revised form will be included with Food Stamp and CalWORKs application and recertification/renewal packets as a supplement to EBT informative material (See Forms (CalWIN) Impact and Forms Impact below).

 

 

Food Stamp Only NOA Revisions

The following food stamp NOAs have been revised to reflect the new timeframes for dormant accounts and expunged benefits:

 

TEMP NA 1232 (Food Stamp EBT Notice)

This is a multi-purpose form used to notify households that their EBT food stamp account:

 

·  Will be deactivated if the account has not been accessed after 135 days;

 

·  Has been deactivated when the account has not been accessed for 180 days; or

 

·  Has been reactivated upon client contact with the county.

 

 

NA 1240 (Food Stamp Overissuance and Dormant EBT Account)

Will be used when repaying an outstanding overissuance claim from a household’s dormant EBT food stamp account.  See below under Forms (CalWIN) Impact.


 

CalWORKs NOA Revisions

The following CalWORKs NOAs have been revised to reflect the new time frames for dormant accounts and expunged benefits:

 

M16-120A (EBT Dormant Account)

This NOA is used to inform the client that his/her EBT CalWORKs benefit account has not been accessed for over 135 days and he/she needs to access their cash EBT account before the date indicated or the account will become dormant.

 

This message has been revised to change the period of inactivity from 45 days to 135 days before the NOA is sent.

 

M16-120B (EBT Dormant Account/Suspend)

This NOA is used to inform the client that access to their CalWORKs benefits EBT account has been stopped because of account inactivity for 180 days.

 

 

CalWIN Impact

·  The TEMP 2214 (Additional Information About EBT) form has been uploaded in iWAY.  See Forms Impact below.

 

·  The following notices will be updated in CalWIN and mailed out automatically when triggered by JP Morgan interface information:

 

-    TEMP NA 1232 (Food Stamp EBT Notice)

-    M16-120A (EBT Dormant Account)

-    M16-120B (EBT Dormant Account/Suspend)

 

§     JP Morgan updated their system to trigger these notices on October 13, 2008.

 

·  The NA 1240 (Food Stamp Overissuance and Dormant EBT Account) will require a CalWIN Change Request (CR) to be implemented.   A CalWIN Consortium vote on how to trigger this NOA is pending.

 

NOTE:  Currently, CalWIN offsets outstanding overissuance claims only from expunged EBT accounts. 

 

 

Forms Impact

TEMP 2214 (Additional Information About EBT)

Family Resource Centers (FRCs) are required to add the form to the Food Stamp and CalWORKs application and recertification/renewal packet as a supplement to the EBT informational material.  The form is not currently translated into other languages.

 

The TEMP 2214 form has been added to the Food Stamp Program application and recertification packet located in (FSPG 63-103.3).
