NEW FEDERAL CITIZENSHIP and IDENTIFICATION REGULATIONS for MEDI-CAL ELIGIBILITY

Purpose

The purpose of this Special Notice is to inform staff of modifications and new fields in CalWIN.  These changes are to capture citizenship and identification (ID) information in the Collect Individual Demographics Detail window.   

 

Background

ACWDL 07-12 issued by the Department of Health Care Services (DHCS) informed counties of new eligibility requirements for United States (U.S.) citizens and nationals to be eligible for full-scope Medi-Cal benefits.  U.S. citizens and nationals must provide originals or copies of certified evidence by the issuing agency of citizenship and identity.

 

HSS Actions

Human Services Specialists (HSS) are now required to complete the new citizenship and identity fields in CalWORKs and Non-Assistance Food Stamps (NAFS) cases ONLY when the HSS is provided with original or certified copies of documents for citizenship and/or identity.  Completion of these fields will ensure this information is present in CalWIN if the individual transitions or applies for Medi-Cal only.

 

 

 

 

 

 

 

 

New CalWIN Fields

The Collect Individual Demographics Detail window was modified to capture new fields based on eligibility requirements for U.S. citizens and nationals to be eligible for full scope Medi-Cal.

 

1.      The following Birth Information fields were added to the Demographics Detail window.  These fields were added to facilitate MEDS Birth Record Data Match for those born in California:

·     New County field; and

·     Mother’s Maiden Name

 

2.      A new “Medi-Cal Citizenship/ID Documentation” group box was also added to the new Identification Detail tab.

 

3.      The current Identification Detail tab was renamed the SSN Detail tab.

 

 

 


HSS Entries

To ensure CalWIN fields are completed with new Medi-Cal citizenship and ID information, HSSs are required to complete the US citizen and ID fields in the Identification Detail tab when the HSS is provided with original or certified copies of U.S. citizenship and identity documents.

 

Please see Attachment A for reference tables.

 

Note:  Both US citizen and ID fields in the Identification Detail tab are to be completed, ONLY if the HSS is provided with original or certified copies of documents for both.

 

Citizenship Group Box

The Status “drop down” selection in the Identification Detail tab for U.S. Citizen, includes the following selections:

·   U.S Born,  

·   Derived Citizenship,

·   Dual Citizenship,

·   National, and

·   Naturalized Citizen

 

U.S. Born/ Nationals - People born in one of the fifty states, the District of Columbia (D.C.), Puerto Rico, Guam, and the Virgin Islands.  People born in American Samoa and Swains Island are treated the same as U.S. citizens for Medi-Cal purposes.

 

Derived Citizenship - A child may have derived citizenship if one or both of the child’s parents became citizens through naturalization before the child’s eighteenth birthday.

 

Dual Citizenship - Anyone with dual citizenship would fall under one of the other drop-down values under citizenship.

 

Naturalized Citizen - Naturalized U.S. citizens are people who were born abroad and have since obtained U.S. citizenship through the naturalization process.

 

Note:  Entries made in Identification Detail for U.S. citizen and ID (Doc# and Verification Source) both transmit to MEDS.  It is critical that entries and selections in these fields are made correctly.  If after running EDBC and authorizing, information in these fields is determined to be incorrect, they must be updated in CalWIN and a MEDS on-line transaction completed to update MEDS.

 

Identification Group Box

If the client provides a driver’s license to document ID, enter the driver’s license number in the Driver’s License/ID# and Doc# fields.  For all other type of evidence provided to document ID, the HSS would enter the document number in the Doc# field, if available.

 


  

Non-Assistance Food Stamp (NAFS) Impact

The Food Stamp Program (FSP) requires verification of citizenship only if the statement of the applicant is questionable.  The applicant’s statement regarding citizenship is considered questionable when the claim of citizenship is:

·    Inconsistent with statements made by the applicant or with other information on the application or previous applications.

·   Inconsistent with information received by another source.

 

NAFS HSSs are required to complete the new citizenship and ID fields in the Identification Detail tab, if the information is available.

 

Note:  Both US citizen and ID fields in the Identification Detail tab are to be completed, ONLY if the HSS is provided with original or certified copies of documents for both.

 

Medi-Cal Impact

With Release 17, CalWIN re-evaluates individuals discontinued from CalWORKs and transitioned to non-cash linked Medi-Cal for the citizenship and identity verification requirements.  Those who have not provided original citizenship and identity documents are placed in “pending” status.  This is in conflict with clarification issued by DHCS.

 

Until further notice, the Reasonable Opportunity to Provide (ROP) due date on the Identification Detail tab of the Collect Individual Demographics Detail window must be set to 6 months from the current date.  This entry is only required on CalWORKs discontinued individuals who are transitioning to a non-cash linked Medi-Cal aid code (e.g. Edwards (AC 38), Transitional Medi-Cal (TMC), or other Medi-Cal programs) and who have not provided original or certified copies of their citizenship and identity.

Quality Assurance (QA) will cite a non-dollar error when the regulations cited in the material have not been followed.
