TRIBAL TEMPORARY ASSISTANCE NEEDY FAMILIES (TANF) UPDATE

PURPOSE

The purpose of this Special Notice (SN) is to provide staff with the list of California Tribal Reservations and Rancherias exempt from the 60-month time limit.

 

BACKGROUND

State regulations, Manual of Policies and Procedures (MPP), state that counties are required to exempt the (State and Federal) 60-month time limit any month in which an individual lives in Indian Country or an Alaskan Native Village where the unemployment rate is fifty percent or higher. 

 

60-MONTH TIME LIMIT EXEMPTIONS

Individuals who lived in Tribal Reservations and Rancherias with an unemployment rate of fifty percent or higher during 2007 qualified for the 60-month time limit exemption during that year.

 

If an individual lived in Indian Country in an area not listed, and provided verification from a Native American Tribe that he/she lived where the unemployment rate was at least fifty percent, then the individual will also qualify for this time limit exemption.

 

CalWORKs applicants and recipients must be informed of all time limit requirements and be provided information on their time on aid at specific intervals as required in:

SAN DIEGO COUNTY EXEMPTED TRIBES

The following are San Diego Tribal Reservations and Rancherias that qualify for the TANF and CalWORKs 60-MONTH time limit exemption in 2007 due to the 50% unemployment rate:

 

·        Ewiiaapaayp Band of Kumeyaay Indians, Zip Code 91901

·        Los Coyotes Band, Zip Code 92086

·        Jamul Indian Village, Zip Code 91935

·        Rincon Band of Luiseņo Indians, Zip Code 92082

 

PROGRAM IMPACT

No impact to the Food Stamps, Medi-Cal or Child Care programs.

No impact

 

AUTOMATION IMPACT

No impact

 

QA IMPACT

Quality Assurance will cite case accuracy errors should the procedures in this notice be incorrectly/not applied.  Quality Assurance will cite benefit errors should participants be incorrectly sanctioned or incorrectly aided based on the erroneous interpretations of this Special Notice.
