The purpose of this letter is to inform Family Resource Center (FRC) and Employment Services (ES) staff of changes to CalWORKs Program Guide (CPG) section 10-011 B. Supportive Services Payments – Transportation.

 

This CPG letter:

·         Implements the option for WTW participants to receive WTW transportation payments (mileage, public transportation and bus fares) via EBT or by check.

·         Requires WTW contractors to enter case comments and obtain the participant’s signature on form 227-356 WTW Transportation Payment Selection to document participant choice and his/her understanding of specific timeframes for the type of issuance he/she selected. 

·         Emphasizes that the Employment Case Manager (ECM) shall not delay the issuance of transportation payments pending receipt of the required form 227-356 WTW Transportation Payment Selection that was mailed to the participant.

·         Refers to HT #207: Establish Supportive Services Transportation Plans and Issue Subsequent Monthly Payments, and to HT #209: Issue Bus Tokens-Passes, which were revised to add CalWIN procedures related to transportation payments issued by check.

 

CPG 10-011 B. Supportive Services Payments-Transportation has been updated and loaded to the CPG online at http://hhsa-pg.sdcounty.ca.gov/.

 

Policy changes to the above CPG section are highlighted in blue.

 

 

Background

WTW participants are eligible for transportation supportive service payments in order to participate in the assigned program activities, to accept and/or retain employment. 

On March 1, 2012, the County started paying all transportation payments issued to WTW participants via EBT.

To make it more convenient to our customers, the County is offering eligible WTW participants the option to receive their transportation payments by EBT or check.  This is based solely on participant choice.

 

ECM’s Role
 

To empower clients to make an informed decision, the ECM shall clearly explain to participants the impact of choosing EBT or check as an issuance option.

 

The ECM shall obtain a signed 227-356 WTW Transportation Payment Selection form to document the participant’s choice.                                         

 

The ECM shall also provide to the participant specific examples of how his/her choice will impact the timeframes in which the payment may be received.  Examples have been included in the CPG.

 

Issuance Procedures

ECM shall follow procedures listed in HT #207: Establish Supportive Services Transportation Plans and Issue Subsequent Monthly Payments and in HT #209: Issue Bus Tokens-Passes to issue transportation payments either by EBT or check.

 

ECM shall obtain from the participant a signed copy of form 227-356 WTW Transportation Payment Selection when:

·         WTW plan is agreed upon, and

·         Transportation services are first approved, 

  • A change in transportation issuance type is requested at anytime.

 

Important note: ECM shall not delay the issuance of transportation payments pending receipt of form 227-356 WTW Transportation Payment Selection from the participant.

 

Case Documentation

ECMs shall document in CalWIN case comments the following:

  • The ECM explained and the participant understood his/her option to receive transportation payments by EBT or check and the processing times specific to each issuance type.
  • The participant’s choice.

·         The date the participant was given form 227-356 WTW Transportation Payment Selection on site, or the date the form was mailed to the participant.

 

Important Reminders

Employment Services staff is reminded that:

  • Mileage payments shall be advanced on a monthly basis whenever necessary and desired by the WTW participant.
  • Transportation payments cannot be withheld in order to obtain verification of attendance or satisfactory progress.

No CalFresh or Medi-Cal impact.

 

Forms Impact

The mass mailing notification was completed on April 2, 2012.

 

Each adult, who was a WTW participant as of February 2012, will receive a notification via mail about the option to receive WTW transportation payments by EBT or check. This notification included the EBT/Check Option flyer in English, Spanish, Arabic and Vietnamese, and the Notice of Language Services, GEN 1365 form.

 

A notice was also posted on the Access website and it is available to the public.

 

FRCs and ES sites were informed that, upon receipt, they are required to post the poster-sized “EBT/Check Option” notification in all areas that have high CalWORKs client traffic.

 

 

 

ACCESS Impact

WTW participants shall be directed to call their ECM for any questions regarding transportation payments.

 

Access shall answer any questions related to EBT cards or refer WTW participants to EBT Customer Service.

 

Access and FRCs shall process WTW participants’ request for new EBT cards or replacements.

QC/QA impact
