Determine Assistance Unit Members Claiming Status

If an assistance unit (AU) is determined to be financially eligible and an aid payment is to be issued, it is necessary to determine whether federal financial participation (FFP) is available for each person in the AU.For purposes of determining FFP, recipients are categorized into two groups;

 

  Federally eligible persons, and

  Essential persons.

 

Federally Eligible Children

All children are federally eligible who are deprived of parental support and care due to a parentís:

 

  Death, or

  Incapacity, or

  Continued absence, or

  Unemployment (when he/she meets federal eligibility conditions).

 

Federally Eligible Adults

An adult in the AU is federally eligible when he/she is:

 

  The caretaker relative of a federally eligible child, or of a child who is receiving SSI/SSP, or††

 

  The second parent of a federally eligible child, or of a child who is receiving SSI/SSP, or

 

  The needy stepparent or California domestic partner of a parent of a federally eligible child, when the childís parent in the home is incapacitated.

 

Federally Eligible Pregnant Women

A woman who can meet the following conditions is federally eligible:

 

  Has no federally eligible children, and

  Has provided medical verification of her pregnancy, and

   Whose child, if born, and living with the mother would be federally eligible for aid in the month of payment,

 

andshe is either:

 

   Under the age of 19 and has not obtained a high school diploma or its equivalent; or

   Her pregnancy has reached the three-month period (last trimester of pregnancy) immediately before the month of anticipated birth.

 

Note: If the child is born prior to the originally estimated date of birth, the anticipated month of birth is changed to the month in which the birth occurred and federal financial participation is retroactively available for the three-month period prior to the month of birth.

 

Federally Eligible Essential Persons

An essential person is a stepparent, California domestic partner of a parent or Alternately Sentenced Prisoner (ASP) who is not an otherwise federally eligible person and who is:

 

  Related to a child determined to be federally eligible, or

  Related to a child who is either:

 

1.      Receiving SSI/SSP, or

2.      Welfare-to-Work sanctioned but would otherwise be a federally eligible child.
