Q. Community Prisoner Mother Program

Regulation

The California Department of Corrections (CDC) operates this program for low-risk women inmates placed in community residential facilities where they are allowed to live with their pre-school age children.  State regulations consider children residing with prisoner mothers to be potentially eligible to for CalWORKs, Medi-Cal, and Food Stamps.

Eligibility

Prisoner mothers are not entitled to benefits as they are considered “inmates” and the CDC meets their needs.   Children residing with prisoner mothers are potentially eligible for CalWORKs and Medi-cal and may also be eligible to Food Stamps as a separate household.

Treatment of Income/
Resources

Income and/or resources of prisoner mothers are treated under excluded person regulations.  Since prisoner mother must pay facility for each child’s living expenses, there is no in-kind income to child’s AU.

Aid Payments

Prisoner mother is payee on the case.
