SCFP Policy

SCFP Policy specifies that:

 

In order to determine the maximum hours of WEX or CSR activities that may be assigned to the participant for the “Activity Participation Month” (the month following the Grant/Calculation month), manual calculations must be performed and recorded on the WTW 15 “Simplified CalFresh Program Unpaid Work Experience and Community Service Hours Worksheet” for the:

 

o Initial assignment; and

o Each subsequent month in which the CW Grant of CF Allotment changes.

 

The SCFP calculation must occur not earlier than the 10th of each Grant/Calculation month for the subsequent Activity Participation Month.

 

The Grant/Calculation Month always precedes the Activity Participation Month.

SCFP Calculation

The Simplified CalFresh Program (SCFP):

 

·   Must be performed to determine the maximum number of hours that a participant can be required to participate in a WEX or CSR assignment. 

·   Involves a calculation, adding the amount of the family’s CW Grant plus the value of the CalFresh (CF) Allotment of the AU only and dividing that number by the current minimum wage.

·   Applies only to WEX and CSR and does not apply to any other WTW activities.  If the maximum hours of WEX or CSR are fewer than the required 20/30/35 hours per week, the participant’s plan must include other allowable WTW activities, to attain the required 20/30/35 hours for WEX or as available for CSR.

Obtaining SCFP Grant Information

CW Grant and CalFresh information is provided on the CalWIN Display Eligibility Summary window. 

 

The ECM must determine the:

 

·   Current month actual CalWORKs grant

·   Current month actual CF Allotment for the AU (only) and divide the total by the current minimum wage. 

 

Note: To distinguish between cash aided CalFresh household members and CalFresh only members, staff may use the Display Eligibility Summary window in CalWIN.

Calculating Maximum Hours for Assistance Units with CalFresh

Maximum hours of WEX/CSR for participants whose AUs include CalFresh recipients, are determined by the number of hours each month that is the lesser of the following equations:

 

·   20/30/35 hours per week minus the number of hours spent in employment or other approved WTW activities; or

·   The number of hours equal to the AU’s CalWORKs Cash Grant plus the AU’s portion of the CalFresh allotment divided by the State minimum hourly wage.  The State minimum wage is currently $8.00 and is subject to periodic adjustments.

Calculating Maximum Participation Hours for Assistance Units with Non-Aided Individuals (Mixed Households)

For Mixed Households, only the prorated portion of the CF allotment for members receiving CW cash assistance will be used in order to determine the maximum number of hours that CW recipients can participate in WEX/CSR. 

 

ECMs must prorate the CF allotment based on the number of CW recipients in the household. 

 

Example: Client D is a single parent living with her three children and a friend.  Client D and her children receive CW cash aid and CF but the friend receives CF only.  The prorated portion of the CF allotment to be used in determining the maximum hours of WEX/CSR hours for a mixed household of five individuals, four of whom receive CW cash aid is $440. 

 

$500 (Total CF allotment) divided by 5 (Total recipients in CF Household) =

 

$100 (Pro Rata share for 1 recipient).

 

$100 (Pro Rata share for 1 recipient) multiplied by 4 (Number of CW cash aid recipients) =

 

$400 (CW AU’s prorated CF allotment).

Calculating Maximum Participation Hours for AU’s without CalFresh

Participants in WEX or CSR who receive a CalWORKs Cash Grant but who do not receive CalFresh may participate in the number of hours that is equal to the AU’s Cash Grant divided by the State minimum wage.

The following documentation is required for SCFP calculation:

 

Note: Completion of the WTW 15 is not required during months in which there are no changes in the participant’s Cash Grant or CalFresh.

Complete the WTW 15 to document manual calculations or print the Display Eligibility Summary window and complete with a manual calculation.

File the WTW 15 or the CalWIN Display Eligibility Summary window  screen print under the WEX Tab.

Complete a WEX Attendance Report form 27-302 HHSA.

Provide copies to the participant and the Work Site to notify each of the number of hours assigned for the Activity Month.
